Description This is an intermediate level professional position, which involves performance of administrative and planning functions in various governmental units. This work is performed under general supervision.

This is a Competitive Class position. The individual selected to fill this vacancy will be given a provisional appointment and will be required to participate in the next Civil Service Examination for this title.

A qualified applicant may be provisionally appointed and serve in the position until a Civil Service Examination is administered and an appropriate eligible list can be established to make a permanent appointment in accordance with the Civil Service Rule of Three. CITY RESIDENCY WILL BE REQUIRED WITHIN ONE YEAR OF HIRE.

  • Assists in the execution of contracts;
  • Conducts routine studies and surveys necessary for the proper execution of existing and proposed projects;
  • Assists in the research, development, and coordination of State and Federal programs at the Municipal level;
  • Assists in the preparation of reports;
  • Supervises and has responsibility for the maintenance of all files, records, and maps required for a specific program or project;
  • Provides program analyses or conducts administrative research with regard to County and State legislative programs;
  • Works with local organizations and governmental units to develop new projects;
  • Performs general administrative functions as assigned.
  1. Master's degree in Public Administration, Political Science, Business Administration, or a related field; AND six (6) months of responsible experience in program administration or research;     OR
  2. Bachelor's degree in one of the above fields; AND two (2) years of experience as described in 1;     OR
  3. Bachelor's degree (or 120 credit hours); AND three (3) years of experience as described in 1;     OR
  4. Associate's degree (or 60 credit hours) AND Four (4) years of experience as described in 1;     OR
  5. Successful completion of the City of Rochester Public Works/Public Service Administration Intern Program; AND five (5) years of responsible experience in program administration or research.
