Responsibilities

GENERAL PURPOSE:

Maintains contact with all units of Human Resources so that awareness and a working knowledge of all areas is assured; assists in complaint and grievance handling, corrective discipline, and the interpretation and application of Human Resources policies, procedures, programs and collective bargaining agreements.

SPECIFIC RESPONSIBILITIES:

Under general direction and with latitude for exercise of independent judgment:

  • Maintains regular contact with staff in operating departments to ensure an awareness of the nature of the work and employee and labor relations requirements.
  • Advises Supervisors in the proper administration of corrective discipline, assisting with investigation of relevant facts, assuring consistent standards and precluding arbitrary or capricious discipline for all policies, procedures and collective bargaining agreements.
  • Advises Supervisors as to the proper interpretation and application of contract provisions.
  • Assists operating units and Supervisors in the consistent interpretation and application of Human Resources' Policies, procedures, regulations and programs.
  • Communicates employee and labor relations requirements to appropriate divisions of the Human Resources Department to ensure consistent contract and policy administration.
  • Conducts formal grievance investigations and hearings and writes third step grievance responses with manager's review. Advises Supervisors or department heads regarding proposed first and second step responses. Also investigates and compiles background for arbitration preparation.
  • Encourages and assists in the use of positive means of resolving employees' and Supervisors' concerns, problems, and formal grievances.
  • Assists with negotiations of collective bargaining agreements, including compiling and analyzing data, drafting proposals, and preparing negotiation notes and summaries. Assists in developing procedures for implementing negotiated changes in agreements.
  • Recognizes need for, and encourages participation in established training programs. Assists in the design of, and conducts training programs, especially in the areas of contract administration, grievance handling, and discipline.
  • Participates in development programs and other activities to maintain current awareness of labor relations and labor law issues. As assigned, participates in other related Human Resources projects and programs.
  • Participates in staff development programs.

REQUIREMENTS:

Bachelor's degree in Behavioral Science, Business Administration, or a related field, and 2 years related supervisory or Human Resources experience; or an equivalent combination of education and experience. (Previous supervisory work experience is desirable.)

Pay Range

Pay Range: $26.35 - $36.90 Hourly

The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job’s compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.
