Under direction of the Director, the individual in this position is responsible for providing Human Resource guidance and consultation to leaders at all levels and employees within their assigned client groups. This position focuses on supporting agency goals through people practices including performance management, leadership development, organization design and effectiveness, change management and team development. Performs as primary HR interface to Agency client groups.

Essential Job functions

  • Manage large-scale change events in partnership with leaders in the areas of employee engagement, acquisition and integration, growth, right sizing and organization effectiveness initiatives.
  • Implement people practices or programs relating to human capital including management development, succession planning, high potential development, and other talent management practices as identified by agency leadership.
  • Design and implement Agency human resource policies and procedures including communication and guidance for accountability.
  • Monitor and ensure Open Door Policy is followed, ensure all employees feel heard.
  • Provide guidance to employees and advice to management within scope of position; identify and respond with sensitivity and appropriate sense of urgency to employee relations issues including but not limited to progressive discipline and termination.
  • Review and understand current and changing employment-related laws and guidelines and ensures compliance with all pertinent HR-related laws and regulations.
  • Investigate a variety of employee-related issues (EEOC claims, harassment, discrimination, etc.), incidents and complaints, resolves dispute and recommends appropriate/remedial action(s).
  • Leverage data from multiple sources to improve individual, team, and affiliate performance.
  • Deliver of timely, relevant, and efficient HR operational services in partnership with other HR functional areas.
  • Communicate, support and link Hillside mission, vision, values, goals, and strategies to everyday work and establishes clear, meaningful, challenging, and attainable objectives and expectations that are aligned with those of the organization.
  • Responsible for the administration of Human Resource related functions for assigned staff according to Hillside policy and guidelines to include hiring, termination, performance evaluation and management, employee development, employee discipline/corrective action and employee compensation.
  • Align the right work with the right people; delegates tasks according to people’s strengths and interests. Ensures staff has the skills and resources to be successful. Provide staff with coaching, training and opportunities for growth to improve their skills. Treats staff fairly and consistently.
  • Shares accountability when delegating and involves staff in setting their performance goals.
  • Ensure HFA policies, procedures and all applicable governmental laws/regulations/guidelines are followed. Makes decisions and has authority to implement decisions in conjunction with the leadership structure of the given area of responsibility.

Other Duties

  • Maintain knowledge on state and federal laws and regulations
  • Conduct new hire orientation as needed.
  • Oversee departmental HROD email as required.
  • Attend and complete all required trainings.

Education & Experience

  • Education: Associates Degree in Human Resources Management, Organization Development, Business Administration or equivalent.

Note: Proof of any required degree will be required pre-employment and, as required, during employment.

  • Special Requirements: NYS driver’s license with a driving record that meets agency standards is required.
  • Experience: Required: 3+ years Direct HR Generalist/Partner experience, including employee relations, conflict resolution, coaching employees at all levels, interpreting and applying HR policies, ensuring adherence to employment laws and standards.

  • Demonstrated knowledge of federal, state and industry regulations and employment laws
  • This position has knowledge of basic management principles including planning and organizing, resource management, and people management.
  • Ability to handle sensitive, complex, and confidential information.
  • Broad knowledge of the totality of HR products and services, including HRIS tools and reports.
  • Ability to successfully demonstrate the application of project management and problem solving skills to improve a process or address a need.
  • Demonstrates a commitment to continuous employee relations improvement, remains open and responsive to change.

  • Must be able to work a variable scheduling including evenings and weekends.
  • The following physical demands are required:
    • Frequent sitting (up to 5 hours)
    • Occasional standing (up to 5 hours)

    • Occasional driving (up to 4 hours)
  • Manual dexterity is required, including the frequent ability to grasp in both hands and continuous use of fine manipulation skills in both hands (approximately 8 hrs.)
  • Protective clothing or equipment required: Close toed shoes; Universal Precaution PPE
  • Ability to change positions as needed

Min is $63,800 and Max is $100,000
