Function of Position:

The Budget Coordinator reports to the Assistant Controller and is a member of MCC's Grants Accounting team, with a dotted line to MCC's Office of Strategic Resource Development and Grants Management. The Coordinator is primarily responsible for budget planning and budget management of the U.S. Department of Commerce Economic Development Agency Semi-Conductor Technical Hub project titled "Semiconductor Talent and Employer Partnership in Upstate (STEP UP) New York." This position monitors revenue and expenses, conducts financial analysis and prepares reports, completes required invoicing/vouchering for reimbursement, makes financial projections, reviews sub-award and other associated contracts and with oversight direction, approves expenditures. The position responsibilities are dedicated to grant-funded work related to developing the semi-conductor ecosystem across upstate NY and associated sub-awards.

This position is funded by a multi-year, Federal grant through 09/30/2029, as such MCC deems this position as temporary in nature. Annual re-appointment is subject employee performance and continued grant funding.

*This is a temporary, grant funded position that may be renewed annually contingent upon availability of grant funding and performance reviews. This position is eligible for paid time off and benefits.

Examples of Duties & Responsibilities:

Primary Functions:

  • Works collaboratively with Strategic Resource Development and Grant Management in the administration of multi-year Federal grant.
  • Works collaboratively with other members of the STEP UP Project Team.
  • Coordinates the development of the STEP UP budget.
  • Tracks revenues and expenditures for STEP UP project and all its associated contracts, sub-awards, expenditures, etc.
  • Responsible for the timely submission of invoicing/vouchering and reimbursement related to Component and subrecipient expenditures
  • Conducts ongoing analysis of grant expenditures and prepares Federal reports and other financial reports as required or requested.
  • Works with sub-recipients and ensures Federal, State, County and local compliance with policies, procedures and protocol related to budgets including Purchasing
  • Provides fiscal analysis and financial projections for the STEP UP project
  • Serves on the STEP UP Project Team and Advisory Board Advises and consults with the Project Team and key MCC staff in all matters relating to budget management
  • Advises and consults with the MCC Finance, EDIWS leadership, and the Director of Grants.
  • Other associated duties as assigned by the Assistant Controller and EDIWS VP

  • Perform other duties and responsibilities assigned by the Director of Grants, VP of EDIWS, Tech Hub Governance.

  • Requirements:

    Required Qualifications:

  • Earned bachelor's degree in Business Administration, Accounting, or a related field from a regionally-accredited higher education institution
  • Working knowledge of software applications, including Microsoft Word
  • Excellent command of Microsoft Excel
  • Demonstrated experience in budget development and coordination
  • Excellent written, verbal and interpersonal communication skills to support an environment that provides service to faculty, staff, and administration
  • Preferred Qualifications:

  • Experience in post-award grants finance and knowledge of Uniform Guidance
  • Demonstrated analytical ability including experience in data tracking and systems analysis
  • Demonstrated organization skills in a team-centered environment
  • The ability to work with minimal supervision
  • Bilingual and able to read, write, and speak Spanish, or other languages, proficiently

  • Additional Information:

    Salary: Salary is determined based on experience, internal equity and college budget. This position has a range of $55,035 to $60,300 and is based on these mentioned factors.

    MCC offers a Flexible Work Policy for benefit eligible employees. Types of flexible work arrangements include flextime/staggered shifts, remote work/telecommuting and compressed work schedule. The availability of flexible work arrangements varies by division, department, and position, based upon business and operational needs.
